TAGAYTAY CITY, CAVITE – The Department of Labor and Employment (DOLE) conducted Two-Day Basic Course for Labor Inspectors (LIs) Assigned to Inspect Workplaces Employing Foreign Nationals held on September 18-19, 2019 at Hotel Kimberly Tagaytay.

Last September 11, 2019, twelve (12) LIs were officially hired in DOLE MIMAROPA to augment the existing enforcement in doing inspection/validation to Philippine Offshore Gaming Operators employing foreign nationals. To pack them with knowledge and techniques in performing their duties, the aforecited training was steered hosted by DOLE CALABARZON.

Realizing the functions of LIs, Ms. Geraldine Labayani, Senior Labor and Employment Officer of Bureau of Local Employment presented the training rationale including the following topics: (1) Revised Rules for the Issuance of Employment Permits to Foreign Nationals (D.O. 186 s. 2017); (2) Joint Memorandum Circular; (3) Evaluation techniques: Alien Employment Permit (AEP) application forms and documentary requirements.

Moreover, Engr. Melanie P. Banayos of Bureau of Working Conditions dynamically discussed Article 128 or the Visitorial and Enforcement Power in connection to LIs AEP validation. She also guided the participants in understanding the forms – Authority to Inspect, Verification Inspection Checklist and Report.

For broader knowledge, DOLE invited the following partner agencies to discuss their mandates: Department of Justice (CA 108 as amended by PD 715 / EO 65) ; Bureau of Internal Revenue (Revenue Memorandum Order No. 28-2019) ; and Professional Regulation Commission (PRC Memorandum Order No. 28-2019). The second day activity started with the topic of Values and Ethical Standards for LIs facilitated by DOLE Human Resource Development Service. This portion aims to protect LIs integrity in executing their roles.

All the learnings perceived were put into practice as LIs underwent series of workshop.

With these undertakings, DOLE is confident that this mission will be able to achieve through the help of competent LIs.
